the south was given a grace period of ownership of slave contracts, this led to minor slavery in the south but in the north, you would have gotten arrested if you would have had a black slave

The Founders were conflicted on what should be done. One the one hand there were people against the idea of slavery yet many of them, including Washington and Jefferson, had their fortunes built on slave labor. If slaves were recognized as full citizens then the southern states would have been in shambles economically speaking and, after 1787, would have given the south more representation in Congress. The solution was the 3/5ths Compromise, or having a slave be worth only 3/5ths of a free man.
