A baby boom is any period marked by a greatly increased birth rate. http://en.wikipedia.org/wiki/Baby_boom
a baby boom is when the birth rate has a sharp increase usually after events like wars when wives and husbands are reunited.
This effect tends to move in cycles of 20-30 years, meaning some child generations are greater in numbers than others. Therefore giving demographic effects on tax income, amounts of money to be invested in schools/nursing homes and so on..
