I think it would probably be; He and other conspirators. 
I am not very good at history but this seems like the best answer.

Since THEY is the subject, you can only choose a subject pronoun to replace "they".    When you look at the choices, Him, Himself and Them are not subject pronouns.  "He"  is your only correct option.
