Any civilization is dependent on trade. The very act of exchanging goods gives more possibilities to flourish. Ancient Greece had a very good position on the Balkans and it had access to the sea on three sides of its land and it also controlled the Bosphorus which would allow it to charge ships that went in and out. Bottom line, money.
