the type of line is either solid or shaded. This is entirely related to whether or not the inequality contains an equal sign.

if you add 3x to both sides, you will get y>3x+6
so this is the equation of the boundary line. well, y=3x+6 is the equation of the boundary line. however, because there is no equal sign in the inequality, the line is dashed.
notice how i put the inequality in slope intercept form
y>mx+b
where m=3 and b=6

i didnt see you question about the origin, but it too can be answered shortly. The origin is the point (0,0). Does the shaded region contain the point (0,0)?
