why is a watch with a second hand more precise than a watch with one hand?

The clock with the second hand is able to tell the seconds for each minute. While the clock with one hand is only able to tell the minutes in the hour.

There are 60 seconds in each minute, 60 minutes in one hour. Seconds to minutes aren't "closer" it's just dividing time into smaller intervals which makes it more precise.

the more you break any measurement into smaller units the more accurate and precised it will be, so if you'll use digital clock it will lead you to more accuracy ...

A watch with a second hand is so designed that it moves the minute hand such that it moves a minute when the second hand completes one complete revolution. the hour hand moves the distance of an hour when the minute hand completes one complete revolution which makes the error coefficient lesser than the watches without the second hand which have greater error coefficient. This is because it depends upon the minute hand revolution only.
