If a friend offers to write a paper for you, it is not plagiarism because it has not been turned in anywhere else. it is plagiarism only if he or she forgets to put your name at the top. it is not plagiarism if all of the sources are cited correctly throughout. it is plagiarism because you are using someone else's work as your own.

It's not exactly copying, but it would be using someone else's work, however if they are writing it for you, obviously you have permission to use it! I think the best option is to avoid somethig like that altogether, no?
