Strictly speaking it changes in any charged body. Because relativistically, the mass increases with velocity

Wrong - IT CHANGES EVEN IF THE VELOCITY IS SMALL, NON_RELATIVISTIC AND INCREASES ! The change holds for any increase in velocity !
