capacitor dosn't allow the dc to pass through it.

probably almurtajiz110 refers to some particular circuit he can attach. If the capacitors are conneceted in parallel to the DC source, no matter about this (they can act as "stabilizer"). Obviosly, if capacitors are connected in series, between voltage source and load, they cut any current flow in the circuit.
