So if I want to round 3.449 to one decimal place, is it 3.4 or 3.5 and why?

I've always wondered this since I was little, but I'd have to say 3.4

yes. The rule is look at the next digit to the right. if 5 or bigger round up, else just leave it as is.

if you plot the number on a line, 3.449 is just a bit closer to 3.4 than it is to 3.5
