At the very first H has x $. In the first store H. spends x/3 so 2x/3 are in his poket. In the second store he spends 1/3 of 2x/3 and maintain 2/3 of that quantity. So H. has (2/3)(2x/3) = 4x/9 == 12 $ => x = 27 $. Indeed: 1) spends 9 $; 18 $ remain; 2) spends 6 $; 12 $ remain. It's right?
