this is a question about the decimal point. If you change the decimal point the same way for the top and bottom , the answer stays the same if you move the point 1 place to the right in 7.8 you get 78 if you move the point 1 place to the right in 3.9 you get 39 because both top and bottom were moved the same amount, the answer stays the same if you move the point 1 to the left you would get 0.78 and 0.39 but choice (c) has 0.78 and 0.039
