Notice that if f(x) = |x|, then y < f(x-3) + 5. So we just take the |x|, which is just a V shaped graph, and shift it up 5 and right 3. The fact that y is < means we shade below the line, and that the line should be dashed to indicate that the line itself is not apart of the region.
