The Government is a group of people who elect Representative that make changes to laws and make new laws. The government also has the jurisdiction to fund taxes and supply troops. In short terms, the Government offers protection and security for the people. People protected by these laws then agree to abide by them for the protection of the masses. If anyone breaks these laws then they are considered a threat and should be jailed for the peoples protection.

The declaration of independence was not meant to determine the purpose of government, but to tell Britain that it was tyrannical, and declare independence?

Wio, The Declaration does say the purpose of the Government. We aren't discussing the main reason it was declared.
