anything having power "0" is considered 1... like b^0=1.. so, you have 7a^2/b^0 here b^0=1.. so it becomes.. 7a^2 if the square is only on "a"..

could I also write it as 7a^2/1 or just leave it as is?

1 in denominator has no significance so there is no need to write it..
