In projectile motion problems how do I know what V and Voy are? Sometimes if Voy is 25 then Vy is the opposite at -25. Other times Vy is 0.

V and Voy? What do you mean? Like velocity of x, and velocity of y?

initial velocity Voy, ending velocity is Vy

It really depends on the problem.

ones with an equal parabola, sometimes Vy is 0 because sometimes the measurement is taken at the middle of parabola then time is multiplied by 2

Sorry, the question is too vague. With different problems where will be different ways of calculating the velocities.
