If the scale is balanced then the no. of blocks on left equals to the right side. 7 + x = 10. If all blocks are similar then it will be 3 blocks.

this question can only be solved if weight of bag is a multiple of block weight, first put the bag on one side of scale balance it with the blocks on otherside.This will give you wright of bag, let it be y.Then 7+y+x=10 where y is bag weight and x is block weight,so x+y=3 , then we will have two cases either x=1or y=2 or x=2 or y=1,so there will be either one block or two blocks in the bag i.e x=1,2
