Ratios have no units (i.e. if there are units involved, they cancel out).

If you made a fraction miles/gallons, there are no common units to cancel, so they are not a ratio. A unit rate is dividing a number of units by a unitless number, e.g. 12 dollars for 3 = 12/3 dollars each = 4 dollars per unit.

A proportion only exists when you set one fraction equal to another. There is no equals sign involved here, so I think that eliminates all but one choice.
