If f is a function and k is a constant, then the graph of y = k *f(x) is the graph of y = f(x) vertically compressed by a factor of k if 0 < k < 1 In this case, k = 1/7, therefore, y = 1/7*2x = 2/7(x)

imho, "compress by" a fraction is always confusing.... compress implies "make smaller". So "make smaller by a factor of x" could easily mean "divide by x" But @Hero is probably on the right track here...
