You can try to recover broken files from a defective disk, but this is the closest to file 'recovery' that you can do using cmd on Windows (source: http://ss64.com/nt/recover.html)

There are other applications that are good for this.

The downside to this is that the more you run the computer, the higher the chances of all or part of the deleted file will be overwritten.

When a file is deleted, the data isn't destroyed (unless it's a secure delete). The resources that the file uses are marked as available, and can be reused (overwritten) at any point after that.
