You can try to recover broken files from a defective disk, but this is the closest to file 'recovery' that you can do using cmd on Windows (source: http://ss64.com/nt/recover.html) There are other applications that are good for this. You can probably find one of the better ones on this list: http://pcsupport.about.com/od/filerecovery/tp/free-file-recovery-programs.htm

The downside to this is that the more you run the computer, the higher the chances of all or part of the deleted file will be overwritten. When a file is deleted, the data isn't destroyed (unless it's a secure delete). The resources that the file uses are marked as available, and can be reused (overwritten) at any point after that.
