C. Thomas Jefferson was one of the founders and he called for even greater federal government than the Federalists were producing.

It wasn't formally founded at all. It just grew up naturally around Jefferson and his anti-Federalist leanings. So that would be second choice. Jefferson despised the Federalists, disliked the Constitution, and did everything he could, as President, to reduce the power and influence of the Federal government. His ideal for the United States was a nation of almost independent farmers, nearly fuedal in character, with very little central authority. In fact, Jefferson suggested that even one generaiton binding the next was wrong, and that all laws and constitutions should have some kind of expiration date, and need to be renewed (or discarded) every generation or so. He was a very free spirited soul. Doesn't quite square with his owning of slaves, but then human beings are often self-contradictory.
