I would think the area of this square would be A = (8x3) x (8x3)

You could simplify that to be: $$A = (8^{2})(3^{2})$$

But that would be 64 x 9

Is there a choice D?

I would agree, unfortunately.  Answer c looks close, if you somehow write your "9" as an upside down 9, but this is no way to do math... :(
