Pardon or give amnesty. Both seem correct. Give reprieve is like letting someone catch a breather before you go after them again, presidents give out executive orders to parts of the government they have direct control over (usually millitary). Presidents can pardon a criminal of his crimes or give amnesty. Both seem to be the same

I've only ever heard of presidential pardons. Amnesty seems to be a broader definition. I'd go with it, and if its pardons you can argue that Amnesty's definition is literally the pardoning of offenses before a trial convenes
