I'll give you the same hint I gave @lanky4u, and then you can ask for further help if you need it: Before you tackle the equation 4x - 2y < -3 think about the related equation 4x - 2y = -3. Then solve that equation for y. How would you graph the resulting equation in the x-y plane? If you can answer that then you can figure out how to graph 4x - 2y < -3.
