Heat is specifically thermal energy in transfer. Matter does not have heat, it has thermal energy. We heat a pot of water by transferring thermal energy from the stove, through the metal pot, and then into the water. Temperature is a measure of this thermal energy. The higher the temperature, the more thermal energy matter has.
