Is the open courseware from iTunes U able to be used for this course? its the same course but from 3 years ago.

The content is likely similar but I am sure they have changed some things and added some in those 3 years. It might give you enough information to do the tasks but you would be far better off finding a way to access the proper course content by making use of a proxy or similar.

I'm not sure which course you're looking at, and which videos, but the current 6.00 videos on iTunes U are at http://itunes.apple.com/us/itunes-u/ocw-scholar-introduction-to/id499270153 This material doesn't change all that fast, and we often reuse video lectures as long as they are still relevant.
