Google says "It is 3 liters per minute, 1 liter per 20 seconds. In terms of minutes, it is." I don't know if that helps or not though..

3L/60 sec it would be a unit of rate i suppose since it is the rare of how many liters there are per second.

unit rate is a ratio between 2 measurements in which the second term is 1. so in order for it to be a unit rate, it would have to be in simpliest terms, which would be 1L/20 secs

so 3L/60 seconds is not a unit rate because it is not expressed the simpliest ratio.
