ok. well, here is a suggestion.  the top equation is in standard form for a linear equation.  put the bottom equation in the same form.  in other words, put the 4x term on the same side as the y term.  leave the 5 where it is.

then check to see if the first equation is a multiple of the second equation.  if yes, then the system is consistent with infinite solutions.  if not, then check to see if the only difference is in the constant terms, the multiple of 5 and the 12.  If so, then they are inconsistent (have no points in common).  take care
