The constitution specifies that all revenue bills must originate in the House.  But if you just mean proposals, which anyone is free to make, they can come from anywhere.

Fascinating.  I'm frankly horrified at the number of wrong answers you folks are having graded right.  It's hard not to conclude that my tax money for education is being wasted on teachers who are themselves appallingly ignorant.  Maybe I should run for the school board...
