from my personal opinion ....i don't think it's a software .
i should be just data file

data is used to access  the software , the  programmer build a set of instruction and create a software but the file contains the  instruction  to open from software like a  .db where only data  is stored but how to open is predetermine in creators mind so u cant say there is no instructions and only database files are not software also
