You're looking for an option that encourages domestic growth. A monopoly wouldn't do that, since it either drives people to imported goods, or those aren't even available, in which case consumers are buying from the monopoly no matter what!

because it has something to do with the government or america trying to get them to buy us instead of the imported stuff.

It is a tax imposed on imported goods to increase the cost and discourage people from buying them, which drives them toward the domestic goods.
