Okay, in a situation like this, what you want to do is re-write the sentence and put things in their proper order, that we clearly see what all the verbs are including the linking/helping/ and main verbs. Now if we take away the "not" part and switch things around a little bit, we can re-write the sentence this way: We `should have left` early and `arrived` on time first.

It says to identify the verbs in the sentence, so it doesn't specify which kinds of verbs i.e. (helping, linking, main) verbs, so you have to identify ALL of them.
