How did the debate over states rights and the extent of national power gave raise to the development of political parties in this country

OpenStudy (anonymous):

Political leaders became very split between whether or not they though federal government should have a lot of power or whether states should hold the majority of the power. Those that thought national power became "federalists" and those that thought state power became "anti-federalists." This made the entire government split between federalists and anti-federalists. It got to the point where all politicians had to adopt one of those policies and they all became opposing "parties."
