Is this grammatically correct?

This type of regulated system allows companies to freely run their enterprises and citizens to make their own choices about health care; but it also insures that the companies cannot monopolize and exploit this critical industry.

I think it would read better as "This type of regulated system not only allows companies to freely run their enterprises and for citizens to make their own choices about health care; but it also insures that the companies cannot monopolize and exploit this critical industry." Notice that I also added a "for" before citizens
