I can't even understand what the question asks, Unless it means that V is a Vector that is actually the normal vector n

Just how my professor is I suppose. He never provides constants. My assumption is that n is a separate orthogonal unit vector and v is a different 3D vector. Regardless, thanks for the interest at least.

couldn't you say that: \[c = v * n\] (where * is the dot product)

and that v perpendicular to the plane is c(n hat)
