The Byzantine emperor wasn't in the habit of giving political power to their generals, nor were they renowned for their charitable support of the lower class. And as in Rome, the Byzantine emperor did NOT give the Senate any real power other than as a rubber stamp to their policies. But one thing that both Roman and Byzantine emperors shared was that they couldn't resist giving themselves more of an appearance of splendor whether it was in building monuments or going off to conquer territory to expand the empire.
