You can simply convert the 13'10" to a fractional footage of 13 5/6 and multiply that times 11' to get the total square footage.

I would multiply 11' x 13' first to get it out of the way, so you can work with just the 10". Since you're working with feet, you could say that the 10" is 5/6 of a foot, and multiply 11' x 5/6. Then add (11 x 13) to (11 x 5/6). It's more steps than Shane_B's, but that tends to help me a bit.
