Parallel lines have the same slope. So can you tell what the slope of the first line is?
It's in the form y=mx+b where m=slope

The line you wanna find is parallel to the line with the equation y=-8x-3 From that equation you can tell the slope is -8, and parallel lines have same slope.
So , its gonna be y=-8x-4
