I think you're right. Magna Carta is not a plan for government, it's just an agreement between the king and his barons that sets forth certain traditional rights of the barons, which the king agrees to respect. Of these documents, only the Constitution is per se a definition of a government.
Magna Carta was the first document to limit the powers of the monarchy and establish a parliamentary system However I do not believe that other government are modeled after the Magna Carta due to the fact it is still not a democratic document US Constitution has clearly emphasized the natural rights of man and the freedoms protected under a fair democratic government with limitations within the structure. This has been copied many times and thus I would say A is the correct choice.
