i THINK its speed because velocity is "the rate at which and object changes its position" im not 100% sure though.

and a ball usually hovers in the air a moment right?at that one split second its as high as it can be it has zero speed.

Speed is simply the magnitude of velocity, so you should conclude pretty easily.
