Can the percent s and p character in a hybrid orbital be measured experimentally?

nope, hybridization is a model, it doesn't happen in real life

but most of experimental evidences having theoretical back ground, i dont know really, if any thing, it could help to establish more even haha

it's usually the other way around, we build models to explain what is observed. as for bonding, IR spectroscopy can tell you a lot bout bonding in molecules
