It depends on something called "acoustic impedance", Za, of the medium. Za depends on the compressibility and density of the medium and can be expressed as: Za = ρ . c = density times velocity In the case of air/water interface, 0.11% of the energy carried by the incident wave is transmitted, and 99.89% is reflected.
