and just calculate the vector angels with respect to the x- axis and subtract the angle from u from v

You obtain something like angle = tan(-4/7) -tan (-1/6)

and just estimate the tangens and see which is the most acceptable

You can either do it with the tangents as described above (no need to worry about the minus signs) or you can get the cosine via the dot product if u know that, (a dot b)/(magnitude a *magnitude b)
