The translation of a vertical function is f(x) - c, where c is the unit of translation. In this case, the function would become f(x) = -4x+8 - 3.
But the -4 is the slope of the line and the 8 is the point where the line crosses the y-axis. Therefore, you only have to subtract 3 from the equation to obtain the new equation. and so the line is lowered by 3 units

So b is the point where the equation crosses the y-axis. And if you change it by +1 the line just skips vertical up with 1.
In your case it has to skip down with 3 units, so just subtract 3 units from your b (which is 8) you can check it with google (just type the equation is the search bar)
