This is a weird way to phrase a ratio, but maybe you can start by getting a common denominator for the two fractions:

You might multiply 18x17 to get a common multiple that you can use in the denominator.

17/18 = ? / (18)(17)

19/17 = ?? / (18)(17)

Then you can more easily compare the parents' pay ratio.
