More than willing to help! Do you know anything about the form of governments? Like are they ruled by a president, king/queen, parliament, etc? If so: Which would you prefer to "rule." Then build from this.

Autocracy is a system of government in which a supreme political power is concentrated in the hands of one person. IE: A King or Queen type deal. Would you want to have ALL the power? Or would you want your people to have the power to choose how to live their life without your laws/rules. 
Democracy is like the United States. IE: President. If you wanna go this route, research a president's power and base your report off this.
