I'll go with (B) Saddam Hussein remains in power. In the first Desert Storm, the coalition entered Kuwait and liberated the country before invading Iraq to drive back Hussein's shattered army and end the war. He surrendered, but wasn't removed from the government. It's true that Iraqi forces were bombed during Operation Desert Storm, but even after his defeat and forced surrender, Hussein was still Iraq's strongman.
