There were P people to start out with. 
Then four more joined, now there are  (P+4) people. 

When you divide 480,000 (almost HALF A MILLION DOLLARS!!!) by the new number of people, that's (P+4) you have 32,000. 

So the question is asking...

SOLVE FOR... P 

$$ \huge \dfrac{480,000}{P+4} = 32,000$$
