if you need to use substitution, even though its longer than elimation... you need to take the first equation and solve for b. so b=-4a+2, then substitute into the second and get 4a=6+4a-2, solve and you get 0=4, which is inconsistent... so there is no solution

those two lines are parallel, they never touch, so there is no solution, you could graph as well and see.
