b is a good thought... you were thinking they miss a lot of people by focusing on a single day that isn't the busiest day. However, I think it is actually D. In the problem, they want to learn something about "kids in that area". By sampling "kids already at the park", you actually miss a lot of kids in the area that aren't at the park on Mondays... or maybe NEVER at the park.
